Meeting #3

FEBRUARY 4, 2013 BOARD MEETING

The Board received a report from staff and discussed the overall study and recommendation to implement alternative #3, which includes a fixed and flow component for each customer class. After discussion and consideration, the Board stated they believed that Alternative #3 is a good first step to make a change in our rate structure. The Board directed staff to research the infiltration and inflow contributions of the District customers classes and potential lifeline program for low income customers. These changes could be considered as part of a the next sewer rate study.

Direction from Board

The Board of Directors accepted Alternative #3 as a first step and directed staff to prepare the necessary documentation for Board approval and adoption. The Board of Directors approval and adoption is currently scheduled for the June 3, 2013 Regular Board meeting. Additional studies are planned on topics that have not been fully evaluated, such as on inflow and infiltration and a potential lifeline rate. Additional changes to the rate structure may be made depending on the results of the studies.

January 30, 2013 Public Meeting

The second meeting will look at potential sewer rate structure alternatives. Current surveys indicate that a variety of methods are used by agencies to calculate fixed and flow based wastewater sewer charges. The second meeting will be based on Technical Memorandum #2 (TM2). This part of the study will develop alternative rate structures that may be considered by the District and evaluate the impact, both on the District and on customers.

The Board of Directors informed the public that the next regular Board meeting will be on February 4, 2013 and requested staff place the sewer rate study and recommendations on the February 4, 2013 agenda for further Board discussion and consideration.

Summary of April 30, 2012 Special Board Meeting

The Board of Directors received a presentation on Technical Memorandum #1 (TM1) from District staff and HF&H Consultants. The District Board of Directors is undertaking the study in response to customer inquiries about how the District currently charges for sewer service. TM1 includes important background information needed for the study. The overall objectives of the study were introduced along with the four phases and anticipated timelines.

The study objectives include:

  • Responding to customer inquiries about how the District charges for sewer service
  • Identifying potential sewer charge rate structure alternatives and refinements
  • Understanding the impacts of changing the current sewer charge rate structure
  • Understanding potential Customer bill impacts
  • Understanding potential District financial impacts
  • Identifying District administrative resources needed to implement a new rate structure
  • The need to maintain revenue neutrality (no less or more revenue)
  • Understanding other studies underway by Marin County sewer agencies

The presentation included the District’s wastewater flow data broken down by customer classification. Also discussed was the District’s revenue, expenses, fixed costs and variable costs, which are important because a change in how the District charges its customers can affect sewer customer bills and District revenue. Several members of the public provided comments and input for Board consideration.
