Following two years of detailed financial and engineering studies, and after ten public meetings to review progress, the Sausalito-Marin City Sanitary approved a new five-year sewer rate plan on July 7, 2014. The new rates are effective July 1, 2014. The bill for most customers will appear on the annual property tax due in December, 2014.

The Board put a high value on public input throughout the process, and we worked with interested members of the public for two full years. Extensive customer input helped the District create rates that are both fair and stable so the District can continue to protect public health and the environment through high quality sanitary services.

MAY 5, 2014 BOARD MEETING

The Board of Directors took a number of important actions to move the proposed rate program forward.

  1. The Board accepted the draft Sewer Service Charge Study from HF&H Consultants. The objective of the study is to allocate charges in the best possible manner to District customers and provide the necessary revenue for the District to complete its 10-year capital improvement program. An important feature of the study report is the proposed phasing in of rate changes to minimize rate impacts to District customers. The result of the phasing is a smoother rate transition over the five year period.

  2. Adopt Resolution No. 997 stating the District’s intention to establish sewer service charges for fiscal years 2014/15 through 2018/19 and set a public hearing for July 7, 2014.

  3. Direct staff to amend the public notice to include the word “tenant” in the instructions as to who can protest the proposed rates. The District is required to mail the notice to all property owners. However, for the protest vote, both owners and tenants are allowed to send in a protest vote. Only one protest vote per property will be counted. Resolution 928, from 2010, states that owners and tenants are to receive notification. It was reviewed by legal counsel and is legally correct. The notice will be amended to reflect this resolution, by changing the wording to include both owner and tenant.

MARCH 3, 2014 BOARD MEETING

Following the presentation and discussion, the Board provided direction to staff to bring the 5-year sewer charge rate plan as outlined in the presentation back to the Board at the May 5, 2014 along with any input from the planned April public meeting so the Board can undertake final consideration and approval.

The Board thought that Option 2 was the best rate plan for the District and its customers. They requested that staff look further into how a low and fixed income program would work considering that we share customers with the City of Sausalito and that the City already has a program in place for their sewer collection charges.

The Board also agreed with staff’s recommendation of another community meeting in April to answer questions from our customer on the proposed program.

NOVEMBER 21, 2013 BOARD MEETING

Staff conducted two group meetings on November 21 2013 to introduce the next phase of our sewer rate study and to receive input on the proposed study work. As directed by the Board, staff made a significant effort to attract customers to the meetings. A meeting announcement was placed in the Sausalito Marinscope newspaper, a meeting announcement was included in the November District newsletter that was mailed to 9,535 customers, and about 30 letter invitations from the Board present president were mailed to local residents and businesses that had expressed interest in receiving additional information or who we thought would be interested.

In total, we had 22 participants in attendance at the meetings. Staff and the District public outreach and rate study consultants presented an introduction on the rate study, need and purpose of the study, and discussed the proposed study work plan. During the meetings, there was a productive exchange of communication between staff and the participants. It provided an opportunity for participants to ask questions and gain a better understanding of the District and importance of the sewer rate study. The feedback received is informative and will assist staff with making sure that the rate study addresses customer concerns as much as possible.

Planned Schedule. Looking ahead, the next step is to complete the study and conduct the required Proposition 218 process. The study work is scheduled to be completed from December to April, with the study and 5-year rate plan approval to be considered at the April regular Board meeting. The Proposition 218 process will follow, culminating with a Prop 218 public hearing on the 5-year rate plan at the May regular Board meeting. Board adoption of the 5-year rate plan and related Ordinances will be considered at the June regular Board meeting. This will leave plenty of time to update the County tax roll data for fiscal year 2014/15 if the rate changes are approved.

JUNE 3, 2013 BOARD MEETING

The Board of Directors received a presentation from staff on the study’s final Technical Memorandum #2 (TM2) for implementation of the revised sewer service charge rate structure for FY 2013/14. Based on the study results, the Board has elected to keep the residential single family sewer service charge as approved under the 2010 rate plan. Additionally, the Board has elected to reduce the residential Floating Home and Multi-family customer class sewer service charge rates.

The Board has elected to approve Alternative #3 for implementation. Alternative #3 is viewed as an initial modification to the current rate structure. Alternative #3 will allow the District to recognize differences in flow between the three residential customer classes, while further studying historical residential flows. Alternative #3 was developed to overcome the flaws of other alternatives that were evaluated as part of the study. Presentations by District Staff and its consultant, HF&H Consultants, LLC, were made to the District Board and for public comment on April 30, 2012, January 30, 2013, and February 4, 2013.

Direction from Board

The Board takes no action as part of the 2013 Sewer Rate Allocation Study and considers the Floating Home Association input as part of the next phase of the sewer rate study work. Additional studies are planned on topics that have not been fully evaluated, such as on inflow and infiltration and a potential lifeline rate. Additional changes to the rate structure may be made depending on the results of the studies. The Board of Directors approval and adoption of the revised sewer rates from the 2013 study is currently scheduled for the June 3, 2013 Regular Board meeting.

FEBRUARY 4, 2013 BOARD MEETING

The Board received a report from staff and discussed the overall study and recommendation to implement alternative #3, which includes a fixed and flow component for each customer class. After discussion and consideration, the Board stated they believed that Alternative #3 is a good first step to make a change in our rate structure. The Board directed staff to research the infiltration and inflow contributions of the District customers classes and potential lifeline program for low income customers. These changes could be considered as part of a the next sewer rate study.

January 30, 2013 Public Meeting

The second meeting will look at potential sewer rate structure alternatives. Current surveys indicate that a variety of methods are used by agencies to calculate fixed and flow based wastewater sewer charges. The second meeting will be based on Technical Memorandum #2 (TM2). This part of the study will develop alternative rate structures that may be considered by the District and evaluate the impact, both on the District and on customers.

Summary of April 30, 2012 Special Board Meeting

The Board of Directors received a presentation on Technical Memorandum #1 (TM1) from District staff and HF&H Consultants. The District Board of Directors is undertaking the study in response to customer inquiries about how the District currently charges for sewer service. TM1 includes important background information needed for the study. The overall objectives of the study were introduced along with the four phases and anticipated timelines.

The study objectives include:

  • Responding to customer inquiries about how the District charges for sewer service
  • Identifying potential sewer charge rate structure alternatives and refinements
  • Understanding the impacts of changing the current sewer charge rate structure
  • Understanding potential Customer bill impacts
  • Understanding potential District financial impacts
  • Identifying District administrative resources needed to implement a new rate structure
  • The need to maintain revenue neutrality (no less or more revenue)
  • Understanding other studies underway by Marin County sewer agencies

The presentation included the District’s wastewater flow data broken down by customer classification. Also discussed was the District’s revenue, expenses, fixed costs and variable costs, which are important because a change in how the District charges its customers can affect sewer customer bills and District revenue. Several members of the public provided comments and input for Board consideration.
